In view of this, this study explores the operational efficiency of the plastic raw materials manufacturers from 2011 to 2015 with the method of Data Envelopment Analysis (DEA) and provides the suggestions as below. According to the study, the Nan Ya Plastics had been the most efficient manufacturer from 2011 to 2013 in the aspect of operating cost in input variable and in 2014, 2015, Formosa Plastics was the best in operating efficiency. For the number of employees as the input variables, Chi Mei Industrial in 2011, 2014 and 2015 was the best for efficiency of the manufacturer, Formosa Chemical Fiber Corporation in 2012, 2013 was the best for efficiency of the manufacturer. In addition, from this research using Malmquist Productivity Index results between 2011 and 2015, while the input variable is operating cost, except for Grand Pacific Petrochemical Corporation, the rest of the plastic raw manufactures faced with recession phase, while the input variable is the number of company employees, no firm’ productivity is increasing. This study shows that the biggest reason that caused the plastic raw manufacturers’ decline of productivity was technical variation index and the country of Grand Pacific Petrochemical Corporation was the one which needed to improve the most among all the factories.
