However, only six contracted BOT sewerage projects out of thirty-six planned sewerage projects have been carried out in Taiwan. Many obstacles still exist in attracting civil companies to take part in the BOT project. This study is aimed to investigate the key factors affecting the success of BOT sewerage project.
Draft affecting factors were obtained based on the results of literature review and cause-effect method. Questionnaire was designed and sent to the professional who has involved in the BOT project. Statistics package for social science (SPSS) was utilized to verify the reliability and validity of the questionnaire survey results. In addition, the structural equation modeling was built and the ranking of affecting factors was determined using analysis moment structures (AMOS) software.
The key factors affecting the success of BOT sewerage project are divided into four stages: (1) investment invitation stage “transparent public information”, (2) construction stage “the schedule of land acquisition”, (3) operation stage “improve and enhance the environment quality”, and (4) transfer stage “proper preparation schedule before transfer”. The most important factor is the encouragement and support of local government through whole BOT project.
