However it may affect power quality and reliability of Penghu Power System due to wind generation variability, and influence the planning and operation of Penghu power system with high wind penetration . How many wind generation penetration allowed is an important issue since the system security is highly concerned. This research based on IEC 61400-21 standard to determine the power quality when wind turbines connection to power system, based on transmission capacity, power quality , the limited frequency and the breaker capacity, focuses on the years range from 2007 to 2012 that before constructing the submarine cable connecting between Penghu island and Taiwan, simulates the power system contingencies based on generation and load operation pattern in different periods by adopting the power system simulation program PSS/E. This research considers the index feeder post fault power quality in distribution system by the voltage, frequency and generator response characteristic from system disturbance, and to determine the maximum allowed wind penetration in Penghu island.
