  • Abstract The climate changes drastically in the recent years, and heavy shower, typhoon, tsunami and other catastrophic disasters occur incessantly in the world, leading to loss of lives and properties. Hence, governments of many countries focus more on disaster prevention and rescue work. Disaster prevention and rescue work are of large-scale and never-ending tasks of monitoring the sources of disasters (such as earthquake caused by plate tectonic movements or typhoon formed due to a low pressure system) for a long term. To people of management levels, being in control of the location and situation of the disaster as well as restorations require a more intuitive way of presenting the information so that the decision makers are able to make right decisions in the shortest time. In addition, the general users may also gain the information of the catastrophe occurred especially those of specific groups in specific areas (such as potential mudslide areas), so as to be well-prepared to prevent disasters.
    Geographic Information System (GIS) is a powerful software that presents all kinds of information in the form of space. Due to rapid development of the Internet, GIS vendors thus launched the Internet version of GIS (Web GIS), which was widely applied in various fields, including the field of disaster prevention and rescue work. Currently, many domestic or foreign disaster prevention systems provide Web GIS that allows the users to gain an understanding disaster locations or the development trend and, provides rescuers with methods to prevent and mitigate disasters and strategies to respond to catastrophes.
    As different vendors provide different Web GIS services, this research will be based on the example of “Information System for Rescue Work and Disaster Prevention on Highways”, aiming to investigate Web GIS services that are suitable for use in disaster prevention and rescue work and addition of the functions that are beneficial to disaster prevention and rescue work. Based on the results of the questionnaires completed, more than half of the people do not know that they are using Web GIS. Most of the people feel that Web GIS meets their requirements and the response speed of GIS should be improved. It was then further investigated and found that different service departments have obvious impacts on the Web GIS interface. However, age groups, time involved in disaster prevention and rescue work, and experience in using GIS do not impact the Web GIS interface.
