||It is generally known that birth rate in Taiwan has been decreasing in the past years and it seriously affects the operation, and even survival, of regular schools as well as the cram schools. Under such circumstance, identify the key factors of how people choose their cram schools would be highly important for the after-school educational business.In this work, the aspects and factors of selection for cram schools for junior high schools students were induced from literatures and interviews. Modified Delphi Method (MDM) was used to evaluate the aspects (Psychology, Finance, Fame, Facility and Promotion) as well as their associated factors to identify the key factors. Then, Analytic Hierarchy Process (AHP) was applied to obtain the relative weights of the key factors. The results showed that there were 16 key factors for the selection of a cram school for junior high school students and these were: free trial classes, peer students referring, parents suggestion, cost, fee discounts, scholarships offering, teachers, senior high school admission rates, quality of teaching, parental reporting and counseling, administrative services, fire safety, convenience in transportation, closeness to home, cleanness and neatness of the facility and new equipment in the classroom. Difference was also found between the survey results from parents and from cram school employees. Top 5 key factors, in the order from high to low importance, are: senior high school admission rates, quality of teaching, peer students referring, cost and fee discounts from the survey of cram school employees. Nevertheless, from the survey of the parents, top 5 key factors are: fire safety, cost, parental reporting and counseling, senior high school admission rates and cleanness and neatness of the facility.The research results provided the after-school educational business the key factors of selection from consumer’s viewpoints. It would be helpful to parents in their selection of cram school for their children. It is also helpful to the cram school in its promotion and recruitments.
